Alright, so looking past the tacky tiled brick on the sides, what are those white graphic borders supposed to be?

If one more menu resizes itself when I mouse over it, I'm going to have to use the "ShoutBox" to share what I think.

The part that gets me is that the title banner at the top looks like is was a badly tiled image. Who tiles the top menu banner?
